Most people recognize CERN’s Large Hadron Collider (LHC) for the discovery of the Higgs boson in 2012. Yet few realize that the world’s largest experimental machine was as much a diplomatic endeavor as a scientific one. This presentation investigates the planning phase of this emblematic scientific instrument from 1984 onward, when the idea for the LHC first took shape. By opening the “black box” of the design and realization of an instrument of such scale, we can observe important changes in scientific goals, technical specifications and the rhetoric surrounding the project, as well as how these developments were intertwined with broader historical shifts. Approaching the history of High Energy Physics (HEP) through the lens of scientific instrumentation and its material culture brings to light several important aspects of the scientific process. The story begins by examining how the idea of constructing the LHC was initially conceived as the “European answer” to the enormous SSC (Superconducting Super Collider) that was planned in the United States. Although its precise scientific goals were not yet clearly defined at the time, the prospect of the LHC quickly became crucial, as it was closely linked to the future existence of both CERN and the European HEP community. For this reason, despite the fact that the SSC greatly surpassed the LHC in terms of projected energy scale, CERN’s leadership did not abandon the project. On the contrary, by presenting the LHC as an experimental infrastructure complementary to the SSC, and with the support of European high technology industries and member states, they managed to keep the prospect alive and rally the European HEP community around it. A new status quo emerged in the aftermath of the Cold War. In 1993, the SSC project was cancelled because of its enormous cost and the changing sociopolitical landscape. In contrast, the LHC gained new momentum, initially integrating countries from the former Eastern Bloc and later attracting participation from across the world. In this way, CERN’s leadership took advantage of broader sociopolitical developments, such as European integration and rising globalization, as well as the fact that the LHC had become the sole major prospect for HEP communities worldwide and began to present the collider as a “world machine”. From this perspective, the LHC also served as an exemplar of global scientific collaboration in the new era.
