They can be booked directly or via the standard search portals (which may offer better deals).
Another (often cheaper) alternative is AirBnB.
If you take a hotel in Brussels, you can commute daily. If you stay somewhere along the train line, it takes roughly one hour.
You may also stay in a smaller town near Louvain-la-Neuve (e.g. Wavre). If several participants take this option, we can e.g. arrange for a shared group taxi in the morning, so please inform us if you consider this option.
